John Molloy

Chief Executive Officer

Mr. John Molloy is a thirty-year plus veteran of urban planning, housing and commercial development, redevelopment, economic and community development programs, including the administration, financial management, policy formulation and political issues inherent to their successful employment to achieve positive public purpose-based results. He rose to the rank of Chief Executive Officer of the major housing and community development agencies in both Sacramento and Los Angeles and is now serving as Chief Executive of a non-profit homeless services and housing development organization, which was organized to capitalize upon his hands-on experience developing housing for the homeless throughout California.

Having served in myriad instrumental roles and positions in housing and community development, he has developed unparalleled domain expertise, with the full complement of technical and administrative skills garnered from his responsibilities as administrator, successful applicant, and end-user of virtually every important governmental program and funding source used in the field. He has served in every capacity possible within the development envelope, from project “envisioning,” to entitlements procurement, from structuring the required funding package, including preparation of grant and loan applications, construction oversight, project management, to developer, to financier, to establishment of the policy and political framework within which each project could successfully proceed.

In his founding development role at PATH Ventures (PV), Mr. Molloy led the corporation through its difficult formative stages from 2009-2014, having served as its Executive Director and later as Deputy CEO of PATH, with general oversight responsibilities of PV, building it into a now well-established housing development entity. In his leadership role at PV, Mr. Molloy developed as general partner/ owner 12 new-construction PSH projects (already placed in operation), three additional PSH projects now under construction, and two fully or partially funded follow-on projects in its active development pipeline as a function of his activities there, totaling 1,272 units of PSH for a total development value of more than $337 million. In all of these projects, PATH Ventures provided long term supportive services to the formerly homeless tenants, and Mr. Molloy’s specific role in each of these projects included the structuring of development financing, obtainment of the required entitlements, oversight and review of project design and construction, and the management of the projects as Managing General Partner and Service Program Provider, the latter role in which he actively participated in the design and operation of the programs inclusive of the hiring of the services staff for each development. As a means to expand development participation in the space, he actively sought and established partnerships with a wide array of private, for-profit developers who were first introduced to the business of developing PSH through their association with PATH Ventures and John Molloy.

As the organization’s founder and moving force, John serves as the Chairman of the Board and CEO. He is a Graduate of the University of Connecticut and holds Masters degrees in Public Administration and Urban and Regional Planning, receiving his Doctorate in Public Administration from the University of Southern California in 1993, where he remains on the Advisory Board of its Price School of Policy Development and Planning. A proud 28-year Air Force Veteran, he served for five years on active duty, followed by 23 years in the Air Force Reserve and California Air National Guard, where, as a Graduate of the Air War College, he retired from military service as a Colonel and Vice Wing Commander in 1996.

 

Stephen L. Hicks

Chief Financial Officer

Steve Hicks is a 35‐year financial services industry professional, having designed investment offerings to raise capital for public agencies and nonprofits, private enterprises, and early-stage ventures across a variety of market sectors, domestic and international. Mr. Hicks is the founder and Managing Partner of Ullman‐Bell Partners, a recently formed investment advisory practice focused on financing social impact and sustainable economic development through innovative structured finance solutions. The group’s emphasis is on sustainable development in areas such as green infrastructure, renewable energy, and targeted population, affordable housing.

Prior to his current work, Mr. Hicks was a general partner in a number of private investment partnerships, concentrating on investments in real estate, sustainable resource development, and financial services. Before his principal investment focus, Mr. Hicks was a Managing Director in the Municipal Investment Banking Department of PaineWebber Incorporated. There he specialized in redevelopment and infrastructure finance, community development, and project finance.

He is a graduate of the University of California, Davis, where he received a BA in economics and the Stanford University Graduate School of Business, where he was a Sloan Fellow and received an MS in Management.

 

Paul R. Fox, MD

Director

Paul Fox serves on the Board of Directors for Flexible PSH. He received his B.S. from UCLA and graduated from the University of California San Francisco Medical School specializing in Psychiatry. Paul has been on staff at over eight local hospitals including serving as Director of the Culver City Guidance Clinic, Didi Hirsch Family & Child Division, Medical Director at Mountainview Lodge Hospital and Attending Chief, Department of Psychiatry at Cedars Sinai. Paul has served as a lecturer on the “Appropriate Use of Medication.” He holds memberships in the Academy of Child Psychiatry, the American Society for Adolescent Psychiatry where he is a past president, and a Life Fellow of the American Psychiatric Association. Paul is currently staff emeritus for Cedars Sinai Hospital.

 

Curt Holguin, JD

Director

Curt Holguin is a Board Member of Flexible PSH Solutions and serves on its Audit Committee. As a former real property, redevelopment, and environmental lawyer with the City of Los Angeles, Curt helps shape Company approaches to evaluating, entitling, remediating and building its supportive housing projects. Curt has worked in both private law firms and the City Attorney’s Office assisting clients with development projects ranging from resorts and water parks, to homeless and affordable housing, to Brownfields remediations for new public land uses. Curt is past Land Use Subsection Chair of the Los Angeles County Bar Association and Outreach Chair of the Real Property Section of the State Bar of California. He was a Fulbright Scholar to Brazil in the 1980s studying Brazil’s efforts to create regional governments. He currently sits on the Board of Boyle Heights Community Partners advising on historic preservation issues.

 

James A. Kohn

Director

James Kohn serves on the Board of Director’s for Flexible PSH Solutions and has practiced law representing start-ups, medium size businesses, real estate owners and developers.  He has represented buyers and sellers in real estate projects as a litigator, arbitrator and mediator. Jim was a senior partner at Nebenzahl, Kohn, Davies & Leff before branching off into his own practice. Jim served as a Sponsor, LLC manager and general partner of real estate investments in apartment and self-storage projects in California, Oregon, Washington, Texas and Arizona. For 35 uears Jim has served as a member of the Board for the Jewish Free Loan Association holding positions as its President and Interim Executive Director. James received his Bachelor of Arts from Harvard and his Juris Doctorate from Harvard Law School.

 

Philip Nelson Lee, Esq.

Director

Philip Nelson Lee is a practicing attorney specializing in finance and securities matters. Most recently Mr. Lee has worked as the General Counsel for National Community Renaissance, one of the largest not-for-profit housing development organizations in the country. Mr. Lee’s nearly 40-year legal practice has also included general corporate work. He’s worked with the United States Securities and Exchange Commission in the Department of Corporation Finance and the Office of the General Counsel. Mr. Lee’s legal positions have included associate, partner, senior counsel and of counsel at several law firms, including Jones Hall (FKA Jones Hall Hill & White), Kutak Rock, Preston Gates & Ellis (NKA K&L Gates) and Norton Rose Fulbright (FKA Fulbright & Jaworski). Mr. Lee earned his bachelor’s degree in economics from the University of Southern California and his Juris Doctorate degree from Harvard Law School. He will serve the Board as its expert in Nonprofit Law and organizational matters and will Chair our Organizational Development Committee, focusing on Development of our Strategic Plan and long-term viability issues.
