John Molloy
Founder (1948–2024)
John Molloy was a distinguished leader in urban planning, housing, and community development, with over 30 years of experience spanning public, private, and nonprofit sectors. He rose to serve as CEO of major housing and redevelopment agencies in Sacramento and Los Angeles, and later as Chief Executive of a nonprofit focused on homeless services and housing.
As the founding leader of PATH Ventures, John guided the organization from its early stages to a nationally recognized developer of permanent supportive housing. Under his leadership, PATH Ventures developed more than 1,200 units of housing across California, valued at over $337 million, while building partnerships that expanded the field of supportive housing development.

John earned his doctorate in Public Administration from USC and held advanced degrees in Public Administration and Urban & Regional Planning. He proudly served 28 years in the U.S. Air Force and Air National Guard, retiring as a Colonel and Vice Wing Commander.
As founder, CEO, and Chairman of the Board, John’s vision, expertise, and lifelong dedication to housing shaped the mission and values of our organization. His legacy continues to inspire our work.
Stephen L. Hicks
Chief Executive Officer
Steve Hicks is a 40‐year financial services industry professional, having designed investment offerings to raise capital for public agencies and nonprofits, private enterprises, and early-stage ventures across a variety of market sectors, domestic and international. Mr. Hicks is the founder and Managing Partner of Ullman‐Bell Partners, a recently formed investment advisory practice focused on financing social impact and sustainable economic development through innovative structured finance solutions. The group’s emphasis is on sustainable development in areas such as green infrastructure, renewable energy, and targeted population, affordable housing.

Prior to his current work, Mr. Hicks was a general partner in a number of private investment partnerships, concentrating on investments in real estate, sustainable resource development, and financial services. Before his principal investment focus, Mr. Hicks was a Managing Director in the Municipal Investment Banking Department of PaineWebber Incorporated. There he specialized in redevelopment and infrastructure finance, community development, and project finance.
He is a graduate of the University of California, Davis, where he received a BA in economics and the Stanford University Graduate School of Business, where he was a Sloan Fellow and received an MS in Management.
Mr. Hicks served as Chief Financial Officer at Flexible PSH Solutions until 2023. Following the passing of Mr. John Molloy, Mr. Hicks was appointed as Chief Executive Officer.
Paul R. Fox, MD
Director
Paul Fox serves on the Board of Directors for Flexible PSH. He received his B.S. from UCLA and graduated from the University of California San Francisco Medical School specializing in Psychiatry. Paul has been on staff at over eight local hospitals including serving as Director of the Culver City Guidance Clinic, Didi Hirsch Family & Child Division, Medical Director at Mountainview Lodge Hospital and Attending Chief, Department of Psychiatry at Cedars Sinai. Paul has served as a lecturer on the “Appropriate Use of Medication.” He holds memberships in the Academy of Child Psychiatry, the American Society for Adolescent Psychiatry where he is a past president, and a Life Fellow of the American Psychiatric Association. Paul is currently staff emeritus for Cedars Sinai Hospital.
Curt Holguin, JD
Director
Curt Holguin is a Board Member of Flexible PSH Solutions and serves on its Audit Committee. As a former real property, redevelopment, and environmental lawyer with the City of Los Angeles, Curt helps shape Company approaches to evaluating, entitling, remediating and building its supportive housing projects. Curt has worked in both private law firms and the City Attorney’s Office assisting clients with development projects ranging from resorts and water parks, to homeless and affordable housing, to Brownfields remediations for new public land uses. Curt is past Land Use Subsection Chair of the Los Angeles County Bar Association and Outreach Chair of the Real Property Section of the State Bar of California. He was a Fulbright Scholar to Brazil in the 1980s studying Brazil’s efforts to create regional governments. He currently sits on the Board of Boyle Heights Community Partners advising on historic preservation issues.
James A. Kohn
Director
James Kohn serves on the Board of Director’s for Flexible PSH Solutions and has practiced law representing start-ups, medium size businesses, real estate owners and developers. He has represented buyers and sellers in real estate projects as a litigator, arbitrator and mediator. Jim was a senior partner at Nebenzahl, Kohn, Davies & Leff before branching off into his own practice. Jim served as a Sponsor, LLC manager and general partner of real estate investments in apartment and self-storage projects in California, Oregon, Washington, Texas and Arizona. For 35 uears Jim has served as a member of the Board for the Jewish Free Loan Association holding positions as its President and Interim Executive Director. James received his Bachelor of Arts from Harvard and his Juris Doctorate from Harvard Law School.
Philip Nelson Lee, Esq.
Director
Philip Nelson Lee is a practicing attorney specializing in finance and securities matters. Most recently Mr. Lee has worked as the General Counsel for National Community Renaissance, one of the largest not-for-profit housing development organizations in the country. Mr. Lee’s nearly 40-year legal practice has also included general corporate work. He’s worked with the United States Securities and Exchange Commission in the Department of Corporation Finance and the Office of the General Counsel. Mr. Lee’s legal positions have included associate, partner, senior counsel and of counsel at several law firms, including Jones Hall (FKA Jones Hall Hill & White), Kutak Rock, Preston Gates & Ellis (NKA K&L Gates) and Norton Rose Fulbright (FKA Fulbright & Jaworski). Mr. Lee earned his bachelor’s degree in economics from the University of Southern California and his Juris Doctorate degree from Harvard Law School. He will serve the Board as its expert in Nonprofit Law and organizational matters and will Chair our Organizational Development Committee, focusing on Development of our Strategic Plan and long-term viability issues.
