Where it all started
Flexible PSH Solutions, Inc. was founded in 2018 by the late John Molloy to address one of our region’s most pressing challenges: chronic homelessness. Our mission is to develop and operate Permanent Supportive Housing (PSH) communities that offer stability, dignity, and opportunity to those who need it most.
We’ve created a cost-effective, replicable model that combines safe, long-term housing with the supportive services residents need to stabilize their lives and remain housed. Our approach is rooted in compassion, efficiency, and a deep commitment to keeping our neighbors off the streets and part of the communities they call home.
Enlightenment Plaza: A Landmark in Our Mission
John’s vision led to our flagship development, Enlightenment Plaza, an ambitious project designed to tackle issues of homelessness at its core. Enlightenment Plaza will transform a long-vacant surface lot in Rampart Village into a vibrant, supportive community. Designed as an innovative PSH development, it will provide 387 units for individuals and families who have experienced homelessness—all within steps of the Metro Red Line, offering unmatched access to transportation and opportunity.
We wanted our community to include health and wellness programs, job readiness resources, and educational support—in order to create a foundation for lasting stability and self-sufficiency. The campus is envisioned as a peaceful, supportive environment that fosters healing, personal growth, and community connection. Enlightenment Plaza will be our first big step in accomplishing the dream that John Molloy founded Flexible PSH with.
Our Legacy and Leadership
Flexible PSH Solutions was founded by John Molloy, a visionary leader with decades of expertise in urban planning, affordable housing, and supportive services. John’s distinguished career included the development of over 1,200 PSH units across California, leadership roles in major housing agencies, and a lifelong dedication to creating opportunities for the most vulnerable members of our communities. Flexible PSH Solutions was his final endeavor and crown achievement. His passing in 2024 was a profound loss, but his vision continues to guide every project we undertake.
Following John’s passing, Stephen L. Hicks, who had served as our Chief Financial Officer, was appointed Chief Executive Officer. A seasoned financial services professional, Steve brings over 35 years of experience in social impact finance, real estate investment, and sustainable development. Under his leadership, Flexible PSH Solutions is carrying forward John’s mission with renewed energy and a strong strategic vision.
Our Board of Directors brings together leaders in law, psychiatry, real estate, and nonprofit governance—each contributing expertise, oversight, and a deep commitment to addressing homelessness through permanent, supportive solutions.
Looking Forward
From our founding to the upcoming opening of Enlightenment Plaza, we have remained steadfast in our belief that housing is the foundation on which lives can be rebuilt. Our work is not only about providing shelter—it’s about restoring dignity, fostering stability, and creating pathways to brighter futures.
As we look ahead, we are excited to share the milestones that lie before us. In October, we will open two buildings at Enlightenment Plaza, welcoming residents into 105 new permanent supportive housing units. By spring of next year, another 73 units will open their doors, creating even more opportunities for those transitioning out of homelessness to begin anew. Looking further down the road, we are preparing to close on a building that will add 147 units in 2027, continuing our commitment to expanding access to safe and supportive housing in Los Angeles.
While we guide and facilitate both the opening and ongoing operation of these communities, we remain devoted to the cause that brought us together: providing housing for those most in need, ensuring every individual has the chance to reclaim their life and thrive.
